Bill Barry
Independent Capital Program Assurance | Owner's Engineer | Critical Infrastructure

Complex capital programs don't fail because owners lack information. They fail because owners lack the right person inside the program — someone who reads contractor behavior, spots execution drift before it becomes schedule impact, and holds the delivery system accountable from preconstruction through commissioning.

That is the role I fill. The cost of not having it is measured in schedule months and capital erosion that no recovery plan fully reverses.

Track Record

35+ years across critical infrastructure delivery — licensed chief engineer, nuclear systems, EPC delivery, and 18 years as an independent Owner's Engineer and capital program assurance authority across oil and gas, hydrogen mobility, utilities, and defense capital programs.

150+ major programs across six continents, greenfield and brownfield, from single-site diagnostics to multi-billion-dollar global portfolios.

$1.5B+ in project deliverables under direct owner-side authority — cost, schedule, quality, and commissioning readiness accountability across every engagement.

$6M single-engagement cost avoidance for BP through field-verified fault diagnosis — finding what remote assessment missed.

The discipline that prevents commissioning failure on an offshore deepwater program is the same discipline mission-critical infrastructure programs need and rarely get from the owner's side.

What I Do

Most capital program risk is invisible to the owner until it's too late to recover. Independent owner-side authority changes that — across the full lifecycle, from the decisions that determine whether delivery is recoverable, through commissioning and operational handover.

Front-End Governance

Stage-gate design, constructability review, EPC/GC bid evaluation, and scope and risk validation before capital is committed. The decisions made here determine whether delivery is recoverable later. Most unrecoverable programs were recoverable at this stage.

Construction Oversight

Embedded contractor oversight during active delivery — reading schedule behavior, enforcing design intent, managing interfaces, and identifying execution drift before it becomes schedule impact. I understand how EPC and GC organizations manage risk internally, which makes owner-side oversight sharper and harder to circumvent.

Commissioning Assurance

Commissioning readiness embedded from preconstruction day one — not bolted on at the end. Systems, mechanical, electrical, and digital readiness verified against owner requirements before startup, not discovered as deficiencies during it.

AI Execution Governance

AI tools are being deployed into capital program delivery — schedule analytics, digital completions, predictive risk signals — without owner-side governance frameworks to validate their outputs or catch their failure modes. I design and implement the assurance layer that makes AI-generated program intelligence trustworthy and executable for owner decision-makers.

Assurelytics

Most capital program performance systems are built on lagging indicators; metrics that confirm problems after they've already embedded in the program and begun eroding value. By the time schedule variance or CPI degrades, the decisions that caused it were made weeks or months earlier.

Assurelytics is a proprietary performance management methodology developed through Atlantic Wave LLC that applies leading, cross-phase, normalized indicators across the full program lifecycle. It identifies where and why programs are going to fail — before the signal appears in cost and schedule variance.

The framework tracks 100+ metrics across 10 lifecycle phases, includes a Value Erosion Velocity model that quantifies NPV erosion by work stream, and is anchored to AACE Recommended Practices.

The Assurelytics white paper is available on request. Contact me to discuss how the framework applies to your program.
